　そこで､元ファイル（.crx)のまま､7-Zipで解凍すると､background.html がちゃんと出てきて､無事インストールできました。

Stream-Recorder.crxをダウンロードし、拡張子をzipに変更するまではできましたが、「パッケージ化されていない拡張機能を読み込む」のフォルダー選択に、解凍したファイルがでてきません。
解凍は7-zipをつかいました。
解凍後のファイル名は「Stream-Recorder_2.7z」となっており、アイコンは白紙です。
どうすればいいか教えてください。

標準の解凍ソフトを使うと解凍できません。
下のソフトなら解凍できますので、使ってみてください。

background.htmlがちゃんとフォルダ内に入っているでしょうか？
もしかしたら解凍がうまくできていないのかもしれません。
